EDS: Building the Future of Navy IT
The Navy Marine Corps Intranet (NMCI) is not only the world’s largest purpose-built network with more than 351,000 seats; it is also a unified, flexible and functional IT platform that has become the foundation on which the Navy and Marine Corps can build to support their broader strategic objectives.
The seven-year, firm-fixed-price contract was awarded to an EDS-led team of industry partners on Oct. 6, 2000. The original contract had a three-year option. In October 2004, this option was exercised, and the original contract for NMCI was extended to October 2007. The October 2007 contract extension included another option for an additional three years. On March 24, 2006, the Navy and EDS agreed to exercise this additional three-year option to extend the NMCI contract through September 2010.
For eight years, EDS, the Navy and the Marine Corps have executed significant transformation to establish and operate the world’s largest purpose-built IP network. Major accomplishments include:
- Migrating more than 700,000 users to standard software, hardware and infrastructure.
- Implementing shared services models for infrastructure procurement, network operations, service desk and desktop field services.
- Improving the security of the Navy and Marine Corps’ networks by establishing consistent enterprise-wide information assurance protocols and implementing robust monitoring technologies.
- Tailoring the alignment of services with dynamic operational needs for both the Navy and Marine Corps.

EDS-Led Team
The EDS-led team brings together a broad range of expertise to employ best practices and ensure technical excellence for NMCI operations and services.
EDS provides comprehensive IT services to the Department of the Navy through a unique, long-term seat management contract based on a commercial IT-services model. As a result, EDS goes beyond simply providing hardware and software and tracking the work required to maintain service levels. The company also manages all of NMCI’s required infrastructure components provides all IT operations, training, maintenance and systems upgrades. Through this arrangement, EDS helps ensure standardization and interoperability across the Department of the Navy.
Other details about the contract include:
- The Department of the Navy pays a fixed price for each workstation or laptop, called a "seat," throughout the life of the contract.
- EDS’ payment is contingent on meeting established service level agreements in specific areas of performance. In addition, the company can receive incentive payments for exceptional performance in the areas of operational capability, small business involvement, information assurance and customer satisfaction.
- Contract minimums are valued at a potential $8 billion throughout the life of the contract.
- Contract services are ordered locally and aggregated at the Department of the Navy level across the enterprise.
