EDS helped the prison service develop a shared services system that has dramatically improved productivity, processes and financial control across the organisation, while delivering a projected, cumulative net benefit of $190.8 million over the lifetime of the project. This includes an estimated 80 percent reduction in outstanding debt from accounts receivable, $1 million in savings from automating manual processes and eliminating redundancies, as well as $211 million in savings over the lifetime of the project from greater visibility into procurement practices, inventory and consumption.
Summary
Her Majesty’s Prison Service (HMPS) operates 127 prisons as well as several other sites, including training centres, throughout England and Wales. In several key areas, all 127 prisons operated independently without centralised oversight and operations. For instance, the prison service had no shared systems for managing finances, procurement and human resources. What’s more, the support functions that were available proved to be costly and ineffective. Reports from both the National Audit Office and the Public Accounts Committee concluded that the service could make better use of its resources.
To resolve these issues, HMPS chose EDS to implement a centralised system that consolidated human resources, finance and transactional purchasing functions. The project will have a projected, cumulative net benefit of $190.8 million driven by substantial staff savings, improved procurement practices, tighter financial controls, and effective supplier and goods management. The comprehensive, centralised system for finance, human resources and procurement enables HMPS to operate more efficiently and deliver better services at lower costs with an ROI of 18 percent.
